Issues
Council Politics: The Mayor and Council need
to practice "Boardmanship." Boardmanship is the commitment to
work as a member of a group, not as an individual, with a willingness
to accept the rule of the majority. After the vote is taken and
the decision is made, those in the minority accept the outcome
and do their part to implement the decision. Majorities are constantly
changing, and four votes are needed to get anything done, so you
do your part to get things done. It takes patience, a good idea
of the big picture, and a respect for the ideas of your colleagues.
No one has all the answers. None of us is as smart as all of us.
Sales
Tax:One inducement to bringing new business to the area
is a good transportation system. With the present financing we
will never be able to provide system that would attract new business.
I would support and endorse the sales tax increase if it was well
written with identifiable goals, timelines, and a sunset clause.
In my opinion the benefit to the area in increased business and
ease of travel would justify the increase.
Attracting
New Business: In a recent article in California CEO they
listed the "25 Best Cities for Business."Modesto was
not one of them. The common elements were available space, transportation,
incentive programs like fee reduction, waivers, and deferrals.
A streamlined processing of permits is also mentioned.
We should
consider incentive programs that allow businesses to defer the
public facilities fees over five or ten years, a utility tax rebate
for major employers, and financial incentives for businesses that
will locate downtown. As a start we should streamline the permit
process and provide an escort who would take the company through
the process and facilitate any problems.
